Who gains from trade reform ? Some remaining puzzles

چکیده
This paper focuses on three unresolved issues with regard to the impact of trade reform. First, many studies linking trade reform to long run growth are surprisingly fragile. To illustrate the problems with this literature, we examine a popular measure of openness w recently introduced by Sachs and Warner Sachs, J., Warner, A., 1995. Economic reform and the process of global integration. Brookings Papers on Economics Activity 1, pp. x 1–117 . We show that their measure fails to establish a robust link between more open trade policies and long run growth. The second puzzle we identify is the small impact of trade reform on employment in developing countries. Finally, we analyze evidence on the relationship between trade reform and rising wage inequality, focusing on the 1985 Mexican trade reform. Wage inequality in Mexico rose after the reform, which is puzzling in a Heckscher–Ohlin context if Mexico has a comparative advantage in producing low skill-intensive goods. q 1999 Elsevier Science B.V. The Gains of Economic Integration: Substantive Evidence for an Australia-Korea Free Trade Agreement
Abstract On 6 December 2006, Australia and Korea announced a joint study on a possible Australia-Korea free trade agreement (AKFTA) to promote trade and economic relations between the two countries. The paper provides empirical evidence on the possible gains and their transmission mechanism from this agreement. Significantly, it uses a new economic policy modelling approach, the endogenous grav...
متن کاملTrade Facilitation: What, Why, How, Where and When?
This paper surveys recent developments in the literature on trade facilitation, defined broadly as reform of non-tariff barriers. The paper looks at what trade facilitation is, why it matters, how to measure it, the gains from reform, and ways to implement it at the global, regional and unilateral level. متن کاملEconomic Reform and Labor Unions: A General-Equilibrium Analysis Applied to Bangladesh and Indonesia
Noting the trend toward more independent trade unions in developing countries, this article examines whether the presence of unions strengthens or weakens the benefits to be gained from economic policy reform. We show that the presence of “passive” unions—ones that choose their wage-employment contract given the firm’s cost-minimizing strategy—increases the welfare gains from trade liberalizati...
متن کاملTrade Adjustment Costs and Assistance: the Labour Market Dynamics
To benefit from trade and trade liberalization, economies have to reallocate factors of production within and between sectors. This structural change is the source of gains from trade but brings with it costs of adjustment. Evidence has, for instance, confirmed that some groups of workers tend to face temporary unemployment and lower income when their jobs are lost as a result of international ...
متن کاملLabor Market Regulations and the Sectoral Reallocation of Workers: The Case of Trade Reforms
In this paper I highlight the importance of incorporating the institutional features of local labor markets into the analysis of trade reforms. A trade reform is often deemed beneficial because the elimination of trade barriers allows labor to reallocate toward those sectors in the economy in which the country has a comparative advantage. The amount and speed of the reallocation, however, and t...
